I had this problem with Outlook 2000, but in my research it looks like it affects a lot of other programs when you run as administrator. I found a couple solutions:

1) Add the program to the exceptions in the windows firewall.

This computer did not have the firewall enabled, so I moved on to the next solution.

2) Disable UAC. This is done in msconfig, in the tools section.

This worked perfectly, plus it gets rid of those annoying "are you sure" boxes that pop up every five seconds. :)
